Program Description
The goal of the Babel Program at IARPA is to develop and demonstrate novel methods to build speech recognition technology for a much larger set of languages than has hitherto been addressed. Babel seeks innovations that enable the rapid development of speech recognition technology for keyword search in any language, working with speech recorded in a variety of conditions with limited amounts of transcription.  Babel's technical measure of success is focused on the effectiveness of keyword-based search of noisy channel speech in a wide variety of less studied languages.  The Babel kickoff meeting was held in March 2012. The Babel Program research area is; Multilingual/multidialectal speech recognition, keyword search algorithms, speech recognition in noisy environments, low resource languages, rapid adaptation to new languages and environments, machine learning
 
Job Description
Successful candidate will provide technical support and expertise in spoken language and linguistics to support the Babel Program.  Specific Tasks include (a) conducting literature searches and summarizing findings, (b) analysis and tracking of performers’ publications, (c) assessment of the quality of performers’ technical deliverables with particular attention to the effect that language has on performance, (d) assessment of the language/linguistic aspects and the schedule of the testing and evaluation plan, (e) independent review and summary of relevant government , academic, and contracted research (based on monthly reports, site visits, program workshops, and annual reports), and related scholarly publications; and (f) preparation of drafts of briefings and reports for the program.   Additionally, activity reporting, status briefing, and coordination of program activities will be part of duties.
 
Required:
  • Master’s Degree or higher in Electrical Engineering, Linguistics, or a related field that provides background knowledge relevant to the Babel program with its emphasis on speech recognition and speech key word/phrases search in a wide variety of languages
  • Familiarity with linguistic diversity in human languages
  • Working knowledge of issues related to collection of spoken language corpora and spoken language evaluations (e.g., key word search, speech recognition, channel conditions)
  • *[lCD 704 standards mean candidate must have current TS/SCI within last 7 years.  Must have a DNI Industrial Security Staff Approval/Top Secret (DNI/ISSA/TS) security clearance.  Must have successfully completed a single scope background investigation (SSBI).  Must have a counterintelligence-scope polygraph (CSP) examination within last 7 years.  Cannot be debriefed over 24 months ago.]
